I am passionate about sharing my prudential regulatory risk management experience and know-how. That’s why I started Liquidology™. To enable the people and firms I work with to develop improvement strategies for changing attitudes and mindsets, to overcome barriers, and embed leading knowledge and insights that transform prudential mindsets.


SO WHAT IS LIQUIDOLOGY™ ALL ABOUT?

I have a rich and extensive knowledge and understanding of prudential regulatory financial resources (liquidity and capital) and expectations for financial institutions built up over 20 years’ front-line experience as a Technical Specialist with the UK’s Financial Conduct Authority (previously known as the Financial Services Authority (FSA)) and as a Director with global consultancy firm EY in international treasury operations.

At the FSA/FCA, I was instrumental in the development and implementation of the ground breaking ‘BIPRU 12’ liquidity regime, and I have been directly involved in reviewing countless Individual Capital Adequacy Assessment Process (ICAAP) documents, led many Supervisory Review and Evaluation Process assessments, and represented the Prudential Specialists Department on numerous Liquidity Guidance Panels setting prudential liquidity requirements for banks, building societies, investment firms, and asset managers. My prudential work also involved conducting Adequate Financial Resources assessments with consumer credit firms and peer-to-peer lenders. Also, for two years, I was the FCA’s representative to the European Banking Authority’s Standing Group for Supervisory Review and Evaluation Process (SREP) committee, which had a focus on reviewing and improving SREP processes. 

Through my unique combination of deep regulatory knowledge and insights, and practical experience, I have a deep understanding of the relationships between treasury operations, liquidity risk management, and prudential regulatory financial resources that enables me to deliver robust perspectives and insights on the significance of prudential risk management for firm survival in times of economic stress.

I understand very well how these relationships manifest and propel operational liquidity and define the commercial imperative that aims to keep liquid resources at a minimum, and how this creates tension with the prudential regulatory imperative to maintain adequate financial resources. More often than not, these two imperatives disagree with each other. But neither can be ignored.

Liquidology™ is the engine for bringing my knowledge and experience to firms. To enable firms to better understand the prudential regulatory imperative, and to demonstrate that it is not at odds with the commercial imperative.

Liquidology – it’s all about transforming mindsets and enabling new perceptions in prudential risk management.

MY BACKGROUND

I am originally from Southern California. I was very involved in sailing and surfing, with many years spent on the family sailboat enjoying the relatively calm waters off the So Cal coast. My surfing expeditions were not so enjoyable; my friends went surfing while I went drowning! I never did quite master the art of surfing as well as I could master the art of sailing. 

After spending a decade in the US Army, I finished university. From there I entered the world of banking, treasury, and finance, and spent the next 9 years in corporate finance and correspondent banking, ultimately moving into treasury. I relocated to the UK in 1989 and spent 8 years in Group Treasurer roles in financial institutions. I then moved into treasury consulting with EY to eventually head up the UK Treasury Advisory group working with leading blue-chip firms across Europe, the Americas, and Asia. Ultimately, I moved to the FCA where for 12 years I was a prudential regulatory expert with a focus on liquidity risk management. 

My background, as diverse as it is, follows a consistent path along which I have been always increasing my knowledge, awareness, and curiosity; a path of continual learning and growth. Sailing is both immensely enjoyable and sometimes unbelievably frightening (suddenly getting backwinded under full sail is an impressive reminder of one’s mortality), and is a great teacher of patience, empathy, discipline, rigorous preparedness and detail orientation. These same attributes, and many others, were reinforced and further embedded through my military career. In my financial consultancy and prudential regulatory career, patience, empathy, discipline, rigorous preparedness, detail orientation and the ability to diagnose underlying operational and prudential issues have deeply influenced and empowered my development. 

Fuelled and driven by my passion for helping firms to transform attitudes, perceptions, and behaviours to break through to a new perspective of prudential risk management, all of my experience, knowledge, awareness, and insight has been crafted into Liquidology™.
